P.s. and to “you can easily download a game digitally” - they can “undownload” it as easily, that’s the problem. Incentive to ship finished products. Should that percentage drop within year one window, manufacturer is required to make available a physical expansion disc to those who purchased. And to protect truly small creators, rule is triggered by certain business size or revenue threshold exceeded.

And hospitals would be more profitable if buildings didn’t have to incur the expense to purchase, install and maintain windows.
